SPRINGFIELD, Ill. (WAND) — A plan to help guide the use of artificial intelligence in schools is moving forward during the final weeks of session.

The Illinois State Board of Education would be tasked with creating the first framework for evaluating and implementing AI technology for teachers and students.

Statewide guidance for school districts and educators could include explanation of basic AI concepts and specific ways it can be used to inform teaching or learning while preserving human relationships.

"A year and a half after I had to start making my own decisions about AI in the classroom, I still have no official guidance to turn to," said math teacher Sarah Murmann. "I believe at this point 25 other states have official guidance. CPS recently issued its own, but smaller districts like mine don’t have the same resources."

Senate Bill 1920 also requires the guidance to touch upon impacts of artificial intelligence on student data privacy and best practices for developing student literacy with AI. The State Board of Education would develop and publish the guidance by July 1, 2026 and provide continuous updates as it deems necessary.

The legislation also allows the State Superintendent of Education to convene stakeholders for a statewide council to consult on the further development of guidance, resources, and other support for school districts and educators on the use of AI in schools.

Senate Bill 1920 could also update the state’s internet safety education curriculum by recommending instruction on safe and responsible use of artificial intelligence, similar to social media websites, chat rooms, e-mail, and instant messaging.

The proposal also states that students should be able to recognize and report online harassment and cyberbullying, including the creation and distribution of deepfakes created by AI. 

"I think it’s really important that we teach students how to use AI to harness it’s benefits but also ethically and responsibly," said Rep. Laura Faver Dias (D-Grayslake). "The intent of this bill is to offer that support from the state."
